General Job Description:
TransED, through a Joint Venture including Bechtel, EllisDon and Bombardier, are developing a Light Rail Transit (LRT) System on behalf of the City of Edmonton. The design will be developed by engineering consultancy firms based in North America. The Resident Engineer (RE) will fulfill the role of Field Review Engineer (FRE) as defined in the Project Agreement (PA) where the RE represents the Engineer of Record (EoR) on site. The RE will be located in Edmonton, Alberta reporting to the Project Engineering Manager.
The RE will be responsible to determine conformance to the design of the civil design deliverables provided by the Engineer of Record (EoR).
: To review and coordinate civil and geotechnical inspection and Test Plans with the EoR and the site QC team to support the planned construction schedule.
: To audit a sample of construction activities for select design elements to verify the element is constructed as designed.
: To conduct field reviews, where the RE deems as necessary, including;
: review test plans
: witness testing,
: release work upon completion of activities identified as construction hold points
: review reports from testing and inspection agencies
: inspect finished work
: Act as the single point of contact between design and design customers including; construction, procurement, commissioning, O and M and the customer to resolve field changes, non:conformance conditions and requests for information.
: Ability to identify risk/opportunity, safety and constructability reviews associated with field conditions as a result of the EoR design or due to proposed changes or non:conformities as identified during field reviews.
: Manage the discreet interfaces between Engineering, Construction, Operations and Maintenance, 3rd party stakeholders and the owner, as required to support construction activities.
: Monitor conformance to Project Agreement, Project Execution Plan, Project Engineering Procedures design criteria and quality plan.
: Review and ensure appropriate resource are assigned to deliver scope to schedule.
: Supervise, including managing the day to day activities of one or more junior RE's.
: Review of handover packages from construction to start:up, commission and O and M.
: Review and sign:off on as:builts as developed by the field team, sub:contractors or others for submission and acceptance by the EoR and client.
: Review invoice for appropriateness of resources billed against deliverables issued or man:hours expended.
: Maintain a positive and collaborative project culture.
Required Experience and Qualifications:
: 20 years' experience in the design and construction of heavy civil/infrastructure including roads, paving, drainage, landscape architecture, traffic management and utilities relocation management.
: Hold a recognized degree in civil engineering with a minimum of 10 years civil design engineering experience.
: Relevant experience in running a successful design team with a clear understanding of effective process control and quality management is essential.
: A civil engineering degree or equivalent industry recognized training qualification is essential.
: Relevant experience as a Resident Engineer.
: Strong, effective communication skills are essential.
: Interdisciplinary coordination experience is essential.
: Hold PEng accreditation in good standing, or eligibility for receipt upon application, in Alberta.
